A pdf of the manual is here, but you have to scroll to the second to last page to see the hotkeys index. The default-enabled "A" hotkey to engage combat is missing from the official fallout 1 manual. I started looking into the other hotkeys available, and i noticed something interesting. random encounters and forced encounters in mandatory locations can be avoided entirely with this glitch. you immediately get another turn, and you can rinse and repeat from there. you basically use the A hotkey to initiate combat, spend all your action points on a non-hostile action (moving), then press and hold a again before your animation ends. This glitch seems very powerful and it is used a lot in the speedrun categories that allow glitches. i found some helpful tutorials on youtube and fallout 1 has a simple to execute glitch that basically lets you ignore combat encounters.
